A passive optical network ( PON ) is a fiber optical network utilizing a point to multipoint topology and fiber optical splitters to deliver date from a single transmission point to multiple user endpoints. 

Passive, in this contect, refers to the uppowered condition of the fiber and fiber optical splitting/ combining components.
